The Eastern Flower makes a stop-off in Safar, tourist trap of the Savan. Zoltan and Jynx and their respective families are among those visiting the city, going to a theme ride in the guise of a "temple", where several visiting dignitaries are to meet up with their escort to the City of Hands. The Kurai and Cambio families survive the "Wrath of Amen-Kaa", which amounts to a water ride. At the end of the ride, they find several foreign emissaries gathered together – and the Temple delegation includes Inquisitor Melchizedek. Envoy manages to slip in to observe the proceedings, as Lord Makoss, Vizier of Safar, arrives to condemn any who would defy the Nagai Empire by recognizing the "Savanite nation". Some back down, but Zoltan is among those who stand their ground.
