Bassai, now free of his body cast, is in the chamber of the Royal Sculptor, posing for his statue, along with Tekki. Sephira, the life mage overseeing his recovery, shows up, along with the three garter lawyers and Lord Saphot. Bassai goes over the paperwork the garters present and signs it.

With his signature, the last requirements have been met, and the first stage of Bassai's reforms goes into effect: From this day forward, all Savanites born in the Nagai Empire are regarded as free, and owners may voluntarily free their slaves if they so choose.

This is tested when Bassai decides to free Tekki. Rather than staying on as an assistant, Tekki takes his leave of Bassai … much to his former master's chagrin.
