Vielanika's concert for the survivors and refugees from Himar draws a sizeable crowd into Freedom Park, including Buran and Envoy, and even Roho closes up his nearby hospital to listen in. After the first round of ballads, an elder Jupani calls for people to offer memorials to those lost in the Himar disaster, and a young, angry Jupani steps up and begins blaming the Temple for the catastrophe… and picks Buran's technopreist uniform from the crowd, drawing unwelcome attention to the Sphinx. As the angry wolves close in on her though, Buran takes to the air while Roho and Envoy try to calm things down. Instead, fighting breaks out between the City Jupani… mostly off-duty Temple Guards… and the 'wild' digitigrade ones… mostly refugees, and the ones most angry. Envoy howls to get the mob's attention, and tries to shame them into behaving themselves – and argues the case for the Temple doing good by the Jupani. Finally, a maddened Jupani mauls the Exile, which effectively ends the riot.
