Leeta has some time to examine the papers she procured from Moffat's safe, and discovers a complex network of contacts, codes and procedures designed to allow the Inquisitor to release sensitive information and evidence without easy connections being made back to himself … as part of blackmail schemes and an "insurance policy". She also discovers plans enacted for all of this to be put in motion – and for payments to be made to assassins to enact more lethal revenge – upon Moffat's failure to make certain appearances. Meanwhile, evidence mounts that this vicious cycle is already in motion. Leeta is determined to stop it, and heads to the Guard barracks, where the plans indicate Moffat's own guards should meet untimely ends. The cheetah tangles with a suspicious "guard" in the barracks, and ends up getting tackled by a confused Nebo for her trouble
