Arch-Inquisitor Raphael Melchizedek travels to Safar, sending ahead word to arrange a meeting with the Champion of Shadows, and to let him know that the Temple is changing its stance regarding the Knights Templar. Rather than seeking to disband it, the Knights are to be granted independence from the Temple, and allowed to keep those outposts which they are already wholly in charge of.
