Due to the destruction of the original infrastructure, others have moved in to fill the power vaccuum. The city is yet another jewel in the crown of the Khattan Emir now, who helped to rebuild after the devastation wrought by the Babelites and the Boomer.
This migration brought with it several Abaddonian natives, and the red rock of the plateau appears to be tied to a curious phenomenon: magic is weak here, and technology normally not possible elsewhere on Sinai can function -- weakly -- here. As a result, many Titanians have made pilgrimages to this "holy" site, and set up semi-permanent camps.
There is also a fortified monastery atop the plateau, held by an Abaddonian group of Savanites that are referred to by many as the Silent Ones. These claim allegiance to a sect of Star-worship known as the Keepers of the Flame, and are very vociferous opponents of slavery -- at least, that is, of Savanites -- on Sinai. This presents some conflict with the Emir, as the Khattan Emirate still makes use of Savanite slaves, but for some reason the Emir has seen fit to let the Keepers of the Flame remain atop the plateau for now, and even for some Savanites to migrate there ... though it does not tolerate any escaped Emirate slaves trying to use the Red Cliffs as a sanctuary.
With the arrival of this tower came a sudden influx of iron, resulting in a dramatic crash in the value of once-rare iron as currency ... and a boost in Sinai's industrial development. The Khattan Emirate has uncontested control over mining and salvage operations at the Red Cliffs, and while iron is no longer the luxury commodity that it used to be, this is still a significant influx of wealth for the Emir.
